In its latest Fiscal Strategy for 2025, the Serbian government has detailed investment allocations amounting to €2.66 billion (313.6 billion dinars) for 56 projects across various sectors. Key projects include preparation for EXPO 2027, the National Stadium, significant road and railway expansions, and urban development in Belgrade, as reported by Biznis.rs.
The largest allocation, €391 million (46 billion dinars), is designated for EXPO 2027 in Belgrade, covering phases such as the construction of exhibition spaces, business zones, and energy systems. The EXPO project will continue receiving substantial funding through 2026, with an overall cost estimated at €1.18 billion (139.6 billion dinars).
Key 2025 Budget Allocations:
The Fiscal Strategy also includes funding for ports at Belgrade, Bogojevo, Prahovo, and Sremska Mitrovica to enhance shipping and logistics infrastructure. A €3.4 million (400 million dinars) budget is allocated to a new port in Belgrade, with plans to increase funding to nearly €21 million in 2026.
Railway upgrades continue to be prioritized, including the Niš-Dimitrovgrad line with €110.5 million (13 billion dinars) allocated and the Zemun Polje-National Stadium rail with €153 million (18 billion dinars). A significant EU financial package of €2.2 billion supports the modernization of the Belgrade-Niš railway, with a €598 million grant, the largest EU contribution for a Serbian project to date.
The Hungarian-Serbian railway, linking Belgrade to Subotica and onward to Hungary, also sees funding of €153 million (18 billion dinars) to facilitate cross-border connectivity, with the Novi Sad-Subotica section scheduled to open this month.
The government’s project disclosure fulfills its commitment under an agreement with the International Monetary Fund (IMF), ensuring transparency and alignment with international fiscal standards as Serbia continues on its path of infrastructure modernization.
